Canada to Brief Foreign Diplomats on Election Interference Boundaries
David Morrison, Canada's deputy minister of foreign affairs, told a federal inquiry that foreign diplomats will soon be briefed on “acceptable diplomatic activity” ahead of the next general election to prevent foreign interference. He emphasized the need to distinguish between legitimate influence and unwelcome meddling, noting ongoing concerns with China and India. Morrison also discussed efforts to educate MPs on interacting with diplomats.
He referenced the May 2023 expulsion of Chinese diplomat Zhao Wei, part of Canada's broader response to Chinese interference, including threats against MP Michael Chong. The decision, Morrison said, was based on escalating concerns rather than a single incident.
